You already know that South Korea emphasizes public safety much more than they do here. For instance, every gas station pump is equipped with a de-static pad to prevent sudden static shocks from igniting gas fumes and blowing up your car. Simply touch the pad every time you fill up your gas.
These static pads were put in place not because South Korea experienced a high number of car explosions. They looked at the numbers of such instances in other countries before implementing their own preventive measures. Since the driver will be handling the gas pump and nozzle on their own, they want everyone to feel safe while pouring the flammable fuel into their tanks.
