#15: Solarbabies (1986)
Even if several of the films on this list are considered box office bombs, few can hold a candle to Solarbabies. This movie is about a group of indoctrinated orphans who are in the control of a paramilitary group. Reviews of this film were beyond abysmal, but even worse than that was the box office return. This film cost a whopping $23 million to make and only brought in $1.5 million after its release.
