Imagine asking your landlord for a sprinkler and this is what you get. Instead of fixing another fitting to the tap, your genius of a landlord decides that drilling holes further down the arm of the tap will have exactly the same effect. Let’s put aside, for a moment, the fact that this completely destroys the water pressure for the tap itself when you turn it on.

Why would you walk into a house, enter the kitchen and think that drilling holes in a tap would improve the general impression of the room? I feel as if this shows a very low level of DIY skill, and probably a lack of common sense. If I were the tenant I think I’d have a go at replacing the tap myself.
